1. ORGANIZING AUTHORITY
The Ministry of Aegean and Island Policy in co-operation with the Hellenic Yachting Federation / Hellenic Offshore Committee (H.Y.F / H.O.C.) and, for 2004, the following Clubs: Nautical Club of Andros, the Offshore Racing Club of Lesvos, Nautical Club of Chios, Nautical Club of Samos, Aegean Athletic Club and Offshore Racing Club of Rhodes and the Aegean Athletic Club are organizing the Sailing Race for offshore boats "AEGEAN REGATTA", which will be held 4 – 11 September 2004 in Aegean Sea, Greece.
2. VENUE
The event will be sailed on the waters of the Central and East Aegean Sea

3.2. The Secretariat will remain open on working days from 09:00 to 14:00 hrs. local time.
3.3. During the Event there will be Race Offices on location at the finish of each leg. Their address and working hours will be mentioned in the Sailing Instructions.
4. RULES
The event shall be governed by the following publications valid in the regatta dates:
• The Racing Rules of Sailing (RRS) 2001 - 2004.
• The O.R.C. International Measurement System (I.M.S.) Rule.
• The ISAF Special Regulations Governing Offshore Races (2004 – 2005)
The Event is classified Category 3.
VHF channels 16 and 72 are mandatory.
• The I.M.S. Regulations.
• H.O.C. prescriptions for boats measured under I.M.S. & O.R.C.Club
• The International Regulations for Preventing Collisions at Sea.
• This Notice of Race and the Sailing Instructions issued by the Organizing and any amendments there to.
5. EVENT SPONSOR
5.1. Sponsors of the "AEGEAN REGATTA" will be announced later.
6. ADVERTISING
6.1. The "AEGEAN REGATTA" is designated Category C event, in accordance with I.S.A.F. Racing Rules of Sailing 2001 – 2004 Appendix 1, Part II, Art. 20.3.2. (ISAF Advertising Code). Boats that wish to display advertising during the races, must do so in accordance with the above-mentioned rules and their National legislation.
6.2. The R.R.S. Appendix 1 will apply from 07:00 Friday, September 3rd until Sunday, September 12th 2004, 24:00 hours.
6.3. Boats displaying advertising must carry permission issued by their National Authority and should submit a copy of it with the entry form.
7. ELIGIBILITY
7.1. Boats measured under I.M.S.and O.R.C. Club with overall length equal to, or greater than 7.00 m., are eligible to enter the event.
7.2. There is no entry fee
8. ENTRIES
8.1. Entries shall be lodged to the H.O.C. Secretariat not later than Monday, August 30th 2004, 14:00 hours.
8.2. Entries shall be made on the enclosed Entry Form.
8.3. A copy of a valid Measurement Certificate Entries shall accompany each entry.
8.4. The Organizing Authority reserves the right to accept entries after the entry time limit.

9.1. The "AEGEAN REGATTA" will consist of a series of 6 races for IMS boats and 5 races for the ORC-Club boats.

10. SUBDIVISION OF CLASSES
The Race Committee will merge the classes in accordance with the relative rules. The list of the subdivision of classes will be available at the Skippers' Meeting.
11. TIME CORRECTION SYSTEM
"Performance Curve Scoring" will apply for I.M.S. boats. If data cannot be collected due to extreme weather conditions, the "Performance Line Scoring" will apply.
"Performance Line Scoring" will apply for O.R.C. Club boats.
12. SCORING
12.1 The "Low Point" scoring system will apply. (RRS Appendix A4)
12.2. The winners of the "AEGEAN REGATTA" will be designated by the total of their points on all races.
12.3. Details about ties will be included in the Sailing Instructions.
13. SAILING INSTRUCTIONS
The Sailing Instructions will be available to competitors at the Skippers' Meeting.
14. MEASUREMENT CHECKS AND INSPECTIONS
14.1 Random measurement checks and inspections will be carried out at any time in accordance with H.O.C. Regulations, Art. 30.
14.2. All boats shall be made available to the Measurement Committee for random measurement checks and inspections, on Saturday 4th 2004 from 10:00 to 19:00 hrs.
14.3. The Race Committee reserves the right of inspecting any boat without prior notice before or after each race.
14.4. Each boat must hold a copy of her Measurement Certificate accompanied with her Accommodation Certificate.
14.5. The person in charge of a boat must submit to the Committee a signed inventory of the sails existing on board, before the beginning of the inspection.
14.6 Boats are allowed to use only sails that have been officially measured.
14.7. All persons in charge or boat-owners must be aware that according to R.R.S. 78.1, they are responsible that the boat is kept according to the Class rules.
15. CREW LIST
15.1. The person in charge of each participating boat must submit a crew list with the full names of all persons aboard, till Saturday, 4 September 2004, 20:00 hours.
15.2. Changes in the crew composition are permitted, provided that the Race Committee is advised in writing, on the specific form available by the Secretariat, not later than one hour before the start of each race. In this case the new crew weight will be checked.
15.3. For safety and responsibility reasons concerning the person in charge of a boat and the Race Committee, the identification of a wrong or inadequate crew list may disqualify the boat in this race.
16. LIABILITY
Competitors participate in the "AEGEAN REGATTA" entirely at their own risk.
Attention is drawn to RRS 4 "Decision to Race".
The organizing authority will not accept any liability for personal or material damage, injury or death sustained in conjunction with or prior to, during or after the "AEGEAN REGATTA"
17. SKIPPERS' MEETING
Skippers' Meeting will be held at Chora, Andros, on Saturday, September 4th 2004, at 20:00. The location will be announced in due time.
18. TROPHIES AND PRIZES
18.1. Boats measured under I.M.S.:
Prizes will be awarded to the 1st, 2nd and 3rd overall winner and also to the winners of each group of classes, according to the number of entries.
18.2. Boats measured under O.R.C. Club:
Prizes will be awarded to the 1st, 2nd and 3rd overall winner and also to the winners of each group of classes, according to the number of entries.
18.3. Prizes will be awarded to the first winner of each group of classes (I.M.S. and O.R.C. Club), for each individual race.
18.4. A diploma will be awarded to all crewmembers of the participating boats.
19. PRIZE GIVING CEREMONY
The prize giving ceremony to the winners of "AEGEAN REGATTA" will be held on Saturday, September 11 th 2004, 20:30 hrs at Patmos.

21. SPONSORSHIPS
The Ministry of Aegean will support Groups of Participants in Aegean Regatta 2004 by sharing an ammount of 50.000 € to all the approved participations.
