ORGANIZING AUTHORITY
The Ministry of Mercantile Marine, the Aegean and Island Policy in co-operation with the Hellenic Yachting Federation / Hellenic Offshore Committee (H.Y.F / H.O.C.) and, for the 2009, the following Clubs: Nautical Club of Chios, Offshore Yachting Club of Rhodes, Nautical Club of Samos, Offshore Racing Club of Lesvos and coordinator the Aegean Athletic Club, are organizing the Sailing Race for offshore boats "AEGEAN REGATTA", which will be held from August 23rd through August 29th, 2009 in the Eastern Aegean Sea, Greece.

The Secretariat will remain open on working days from 09:00 to 14:00 hrs local time.
During the Event there will be Race Offices on location at the finish of each leg. Their address and working hours will be mentioned in the Sailing Instructions.
RULES

The regatta will be governed by the following rules and regulations:
The Racing Rules of Sailing (RRS) 2009 - 2012.
The O.R.C. Rating Systems Rule 2009.
The ISAF Special Regulations Governing Offshore Races (2008 – 2009) and the supplement for the 2009.
All the races will be category 3 including the requirement that VHF radios with channel 16 & 72 are mandatory for all races.
The IMS 2009 Regulation.
The IRC 2009 Regulation (Part 1, 2 and 3).
The International Regulations for Preventing Collisions at Sea.
The Special Race Prescriptions 2009 of H.O.C.
This Notice of Race and the Sailing Instructions issued by the Organizing and any amendments there to.
If there is a conflict between languages the English text will take precedence.

EVENT SPONSOR
Sponsors of the "AEGEAN REGATTA" will be announced later.

ADVERTISING
The regatta is qualified in category C, Regulation 20 (I.S.A.F. Advertising Code) and, as so, boats that wish to carry personal advertising during the regatta must comply with the requirements of the Rule mentioned above and furthermore with the requirements of their National Authority.
The provisions of Regulation 20 will be enforced from Sunday, August 23rd 2009 07:00 hours until Saturday, August 30th 2009 24:00 hours.
Boats carrying personal advertising must have the relevant written permission from their National Authority and must submit a copy of this permission along with the entry form.

ELIGIBILITY
Boats with valid ORC International (ORCi), O.R.C. Club or IRC certificate, with overall length equal to, or greater than 7.00 m., are eligible to enter the event.
7.2 The ORC Club boats must fulfill the following criteria, to enter the event:
Boats with GPH>=700, with no limits.
Boats with GPH<700, having sails from polyester materials.
Each boat can participate only in one of the above categories (ORCi, IRC and ORC Club).
Any Greek boat must include in her crew at least two sailors with HYF/HOC sailor ID card and one of them must be the skipper.
The Organizing Authority in order to facilitate boats from abroad, with no measurement certificate, to enter the event, offers direct and free issue of ORC Club or IRC Rating certificates.

ENTRIES and ENTRY FEE
Entries shall be lodged to the Race Secretariat not later than Sunday, August 23rd 2009, 14:00 hours.
Entries shall be made on the Event’s Entry Form.
A copy of a valid Measurement Certificate shall accompany each entry and also a copy of a valid insurance.
The Organizing Authority reserves the right to accept entries after the entry time limit.
There is no entry fee.

SUBDIVISION OF CLASSES
The boats will split according their measurement certificate in the following categories:
ORCi boats
The ORCi boats may be divided into categories and classes based on each boat’s certificate, depending on the number of entries.
IRC boats
The IRC boats may be divided into categories (endorsed or non endorsed) and classes based on each boat’s certificate, depending on the number of entries.
ORC Club boats
The category may be divided into classes based on each boat’s certificate, depending on the number of entries.
In order to create categories and / or classes the minimum of 8 boats must participate in each category or class.
The Race Committee may merge the classes in accordance with the relevant rules. The list of the categories and class division will be available at the Skippers’ Meeting.

TIME CORRECTION SYSTEM
“Performance Curve Scoring” will apply for ORCi boats, if wind data can be collected. If not the Race Committee may choose another system, which will be determined in Sailing Instructions.
“Time on Time Scoring” will apply for ORC Club boats.
“Time on Time Scoring” will apply for IRC boats.

SCORING
The Low Point Scoring System of RRS Appendix A will apply.
The winners of the "AEGEAN REGATTA" will be designated by the total of their points on all races.
The weighting factor for all offshore races of the "AEGEAN REGATTA" is 1.00 and for inshore or windward / leeward races is 0.50.
Details about ties will be announced in the Sailing Instructions.

Sailing Instructions will be available for each entrant on Skipper’s Meeting.

INTERNATIONAL JURY
An International Jury appointed according to the RRS Appendix N, will supervise the event, with no right of appeal according to the RRS 70.5.

MEASUREMENT CHECKS AND INSPECTIONS
All boats shall be made available to the Measurement Committee for random measurement checks and inspections, on Saturday August 22nd 2009 (from 10:00 to 18:00 hrs) and Sunday August 23rd 2009 (from 10:00 to 16:00 hrs).
The Race Committee reserves the right of inspecting any boat without prior notice before or after each race.
Each boat must hold a copy of her Measurement Certificate accompanied for ORCi boats with her Accommodation Certificate.
The person in charge of a boat must submit to the Committee a signed inventory of the sails existing on board, before the beginning of the inspection.
ORCi and ORC Club Boats are allowed to use only sails that have been officially measured.
All persons in charge or boat-owners must be aware that according to R.R.S. 78.1, they are responsible that the boat is kept according to the Class rules.

CREW LIST
The person in charge of each participating boat must submit a crew list with the full names of all persons aboard, till Sunday, August 23rd 2009, 14:00 hrs.
Changes in the crew composition are permitted, provided that the Race Committee is advised in writing, on the specific form available by the Secretariat, not later than one hour before the start of each race. In this case the new crew weight will be checked.
For safety and responsibility reasons concerning the person in charge of a boat and the Race Committee, the identification of a wrong or inadequate crew list may disqualify the boat in this race.

DISCLAIMER OF LIABILITY
Competitors participate in the "AEGEAN REGATTA" entirely at their own risk. Special Attention is drawn to RRS 4 “Decision to Race”.
The organizing authority and theirs committees will not accept any liability for personal or material damage, injury or death sustained in conjunction with or prior to, during or after the "AEGEAN REGATTA"

ORCi boats:
Prizes will be awarded to the 1st, 2nd and 3rd overall winners of all categories.
Prizes will be awarded to the 1st, 2nd and 3rd overall winners of each category (if there is more than one).
Prize will be awarded to the 1st winner of each class (if there is more than one).

IRC boats:
Prizes will be awarded to the 1st, 2nd and 3rd overall winners of the IRC endorsed category.
Prizes will be awarded to the 1st, 2nd and 3rd overall winners of the IRC non endorsed category.
Prize will be awarded to the 1st winner of each class (if there is more than one).

ORC Club boats:
Prizes will be awarded to the 1st, 2nd and 3rd overall winners.
Prize will be awarded to the 1st winner of each class (if there is more than one).

Prizes will be awarded to the 1st winner of each class (ORCi, IRC and O.R.C. Club), for each individual race.

A diploma will be awarded to all crew members of the participating boats.

MOORINGS
Mooring will be available in all ports of the race. Mooring for the participating boats is free of charge.

INSURANCE
Each participating boat shall be insured with valid third-party liability insurance. Anyway, it is the responsibility of the owners to hold adequate insurance cover for Tort Liability and Third Party Insurance (Property and Persons).

RIGHTS OF USE PICTURE/VIDEO
By participating in Aegean Regatta 2009, a competitor automatically grants to the Organizing Authority, the unrestricted right and permission to use the name and the image for any text, photograph or video footage of either themselves or the boat they are sailing during the Regatta, to be published or broadcast in any media whatsoever, for either editorial or advertising purposes or to be used in press information; in this respect competitor’s name and any biographical material of themselves may also be used or reproduced in any way known. The use of Aegean Regatta’s material is permitted only under written permission of the Organizing Authority.
